Proposal:
Pilot program creating an expansion of MTA Atlantic Ticket pricing and transfer options to include all LIRR stations in Queens, the Bronx and Broolyn from July 1, 2020 - June 20, 2021.
As New York City continues to reopen following the COVID-19 pandemic, ridership on Metro-North and Long Island Rail Road has been slow to rebound. So far, LIRR is at 13 percent of pre-pandemic ridership and Metro-North is at 10 percent of normal ridership. This means that commuter rail trains in New York City are operating with a high amount of available capacity. Now is the time to use this moment to bring people safely back on transit and provide thousands of inter-borough commuters with some financial relief by expanding the Atlantic Ticket pilot program to include all commuter rail lines operating within New York City. Doing so will provide more equitable transit options and expand access for essential workers and NYC residents in transit deserts without straining passenger capacity on the rail lines.
If the pilot is a success and overcrowding does not eventually become an issue, then we propose an eventual full implementation of the citywide program.
